Security presence rivals El Biar - checkpoints, police patrols, restricted zones. Government workers in business attire, diplomatic vehicles, occasional tourists heading to Martyrs Monument. Formal and institutional with wide boulevards for motorcades. Very safe - probably lowest crime in Algiers due to heavy security. A few upscale hotels for government visitors and diplomats. Some quality restaurants including Pacha Club nightclub at the Sheraton. English is more common here because of diplomats. Not much reason to be here unless staying at a hotel or visiting government offices. Safe but sterile, secure but no character.
