Embassy staff, wealthy Algerians, and expats live in Hydra. Tree-lined streets with Mediterranean villas, apartments, and the most Western-style cafes in the city. Multiple embassies mean constant security patrols and street lighting that stays on late. French and English are common here - more than anywhere else in Algiers. Cafe staff are used to international customers. Eating alone is normal - you'll see expat women on laptops at Narcoffee Roasters or El Hyl Coffee. The area stays relatively safe into the evening, though it gets quiet after 10pm like the rest of the city. Prices are high - you're paying for safety, cleanliness, and international atmosphere. Most comfortable base in Algiers though it doesn't feel very Algerian.
