The Rocks is touristy but that's actually good for safety - there are always people around and police patrol regularly because it's such a big drawcard. The weekend markets get packed, which means you need to watch your stuff, but it also means safety in numbers. The historic pubs can get pretty rowdy, especially Friday and Saturday nights when locals mix with tourists and everyone's drinking. Your best bet is sticking to the main George Street strip where all the action is. Don't wander down those narrow laneways after dark - they're atmospheric during the day but pretty empty at night. If you need to escape, Circular Quay is right there with ferry security and plenty of light. The tourist focus means everyone speaks English and staff are used to helping people figure out transport back to their accommodation.
