Sopocachi has La Paz's best concentration of cafes, restaurants, and nightlife in walkable streets with decent lighting. You'll pay more than other neighborhoods, but it's safer and easier to navigate.
Sopocachi attracts young professionals, expats, and university students. The area around Plaza Avaroa has cafes and bars that stay busy from morning through late evening. People sit alone working on laptops or reading, so you won't feel out of place. Street lighting is good and police patrol regularly, though you should still keep valuables out of sight. Restaurant and bar staff deal with international customers regularly, so many speak some English. The atmosphere leans more sophisticated than backpacker scene - you'll see people dressed up for dinner rather than flip-flops and day packs. Weekends stay lively until midnight with crowds on the sidewalks.

Calacoto is modern and very safe with Western amenities and many expats. It's expensive and removed from main attractions, but comfortable if you prioritize security over experiencing local culture.
Zona Centro has the main historical attractions including the Witches Market and colonial plazas. Worth visiting during the day when Tourist Police are around, but unsafe after dark when it empties out. Come between 9 AM-5 PM and leave before sunset.
