The plaza stays busy from morning until late evening - families, students, travelers on benches, street vendors selling tucumanas and buñuelos. All the main tourist stuff is within a 10-minute walk. The area feels safe at night, with people strolling and restaurants open until 10-11pm. You'll see regular police plus tourist police in distinct uniforms around the plaza during the day. Sitting alone in cafes is normal - places like Metro Café have big windows facing the plaza where people camp out for hours with books or laptops. The atmosphere is more sophisticated provincial European town than typical South American city. Tourist restaurants and some cafes speak English, but vendors and market sellers don't. Basic Spanish helps a lot.
