Ban Haysoke is the main tourist area with everything within walking distance - Talat Sao morning market, temples, cafes, restaurants, and the night market by the Mekong. During the day locals shop for textiles and electronics while street vendors sell pho and baguette sandwiches. The morning market is crowded with stalls selling handicrafts - bargaining is expected, and you need to watch your belongings since pickpocketing happens in crowds. Restaurants fill up in the evening with locals and expats. The area stays busy during the day with good visibility and foot traffic. After 10pm it quiets down as venues close by 11:30pm, though tuk-tuks are still around.
