The embassy district - you'll see flags from various countries on tree-lined streets with Art Nouveau buildings. Wealthy Latvians, expats, and diplomatic staff live here. It's the quietest and most secure part of central Riga because of all the embassy security. Wine bars and upscale restaurants instead of nightclubs or loud bars. Very safe day and night with virtually no street crime. English is common since international residents live here. The downside is limited dining options and everything costs more. It's about 10 minutes walking to Old Town if you want more activity.
