Became the elite area in the 1990s because it's close to the center and borders Vingis Park. You'll see families walking dogs, embassy people, quiet residential vibe. Restaurants and cafes are pricey, catering to wealthy locals and diplomats. Quality is good but you pay for it. English is common since expats and embassy staff live here. Very safe, low crime, well-lit, regular police. Gets quiet after 10pm - no real nightlife, mostly residential. You'll need to taxi or walk 15-20 minutes to find bars or evening action. Good if you want quiet and safety, boring if you want atmosphere.

Užupis has the artistic community vibe with good cafes and a welcoming feel. Safe and more residential than the main Old Town, less touristy but still accessible. Pricier than other neighborhoods.
The Old Town is the most convenient base - walkable, safe, lots of cafes and restaurants where eating alone is normal. Prices are higher than residential neighborhoods but still reasonable compared to Western European cities.
Modern business district along Gedimino Avenue with government buildings, shopping, and newer restaurants. Safe, well-connected, less touristy than Old Town.
