This is where most tourists stay - it has the highest concentration of guesthouses, restaurants, and cafes, mainly along Sam Nujoma Drive and Nelson Mandela Avenue. The area attracts expats, diplomats, and international visitors, so eating alone doesn't make you stand out. Staff speak good English since they're used to foreign customers. The neighborhood stays active until 11pm or so with people heading to dinner at Joe's Beerhouse or The Stellenbosch Wine Bar. Street lighting is decent and you'll see private security at many places.
