Victoria Island (VI) is where expats, diplomats, and wealthy Nigerians live and work. The neighborhood sits on what was an island between Lagos Island and Lekki Peninsula. Embassies, corporate headquarters, and international hotels create constant security presence - you'll see armed guards at most buildings. Streets are better maintained with better lighting than elsewhere in Lagos. The area around Adeola Odeku Street and Akin Adesola Street has restaurants, cafes, and bars where eating alone is normal. English is universally spoken since most businesses cater to international clients. Everything costs significantly more than mainland Lagos - you're paying for security and infrastructure. Even here you need to be cautious at night, keep your phone hidden on the street, and use Uber rather than walking after dark. Traffic is still terrible during rush hours. But if you're going to stay anywhere in Lagos, VI is the safest option.
