Las Mercedes is getting more popular with expats because it's safer than downtown but cheaper than Villa Morra. Tree-lined residential streets with a family vibe - you'll see joggers in the evening and families walking to local restaurants. The area is quiet and well-located. Karu Café and Cafe Comporta are where the expat community hangs out, and there are local restaurants with different types of food. It doesn't have Carmelitas' nightlife or Villa Morra's restaurant variety, but it's a residential neighborhood that's safe and more affordable. Less English here than Villa Morra, but the expat cafes have staff who speak some. Things stay active until about 10pm, then it gets very quiet since it's mostly residential. Safe to walk in the evening, but use Uber if you're going out late.

Villa Morra has the most restaurants and cafes in Asunción with good security and an international crowd. You'll pay more than other neighborhoods, but it's the safest option with the most English speakers and dining variety.
Carmelitas is Asunción's nightlife area centered on Paseo Carmelitas. It's expensive and touristy but has private security and lots of bars and restaurants. Gets busy after midnight on weekends. Dead during the day.
Recoleta is a quiet residential neighborhood that's safe and cheap. Good for budget travelers and longer stays, but almost no English and you'll need to go elsewhere for nightlife and restaurant variety.
