Fann is a quiet residential area that's central without the price tag of Almadies or crowds of Plateau. Middle-class Senegalese families, some expats, university students. Calmer pace than other areas. Cheaper than Point E and Almadies, still has regular police and good security. Well-maintained, lit streets - main roads feel safe in the evening. Local restaurants serve big portions of Senegalese food at local prices, not tourist markup. Beach is a 20-minute walk, central location with easy taxi and bus access to other areas. Almost no English - you need basic French in shops and restaurants, though people are patient. Gets quiet after 9pm, no nightlife. Good affordable base for experiencing local life while staying central. You'll go elsewhere for beaches and sightseeing.
