Notting Hill is pretty and generally safe, but Portobello Market on Saturdays is pickpocket central. The colorful houses and cute cafes make it feel safe during the day, and it's got a nice village atmosphere. But the weekend market brings massive crowds and that's when you need to be extra careful with your bag. The further north you go toward Ladbroke Grove, the less safe it gets, especially at night. Stick to the southern parts (around Notting Hill Gate) in the evening and avoid the northern ends of Portobello Road after dark.
