Beverly Hills is the safest and most upscale area in LA, with luxury shopping, high-end restaurants, and excellent security. It's expensive but you'll feel very safe walking around day or night.
Beverly Hills is basically the safest bubble you can find in LA. The whole Golden Triangle area around Rodeo Drive has security guards everywhere, plus Beverly Hills PD keeps more cops per resident than almost anywhere in California. You can walk around at midnight here and feel totally fine. The famous shopping strip has all the luxury brands you'd expect - Gucci, Louis Vuitton, Chanel - but even window shopping is free entertainment. The Polo Lounge at the Beverly Hills Hotel is where you might spot celebrities, though afternoon tea will run you $65. Parking costs $2/hour on the street but most upscale places have valet for $15-20. It's expensive as hell, but if safety is your top priority and you don't mind paying for it, this is your spot.
