Roosevelt Row has the most going on of any central Phoenix neighborhood, with art, coffee and low-key bars. It is comfortable when there are people around and feels empty on slow nights.
A few blocks of murals, galleries, converted bungalows, bars and coffee shops just north of Downtown make up Roosevelt Row, the city's arts district. The monthly First Friday art walk fills the streets with locals and visitors, and weekend evenings are busy on the patios and in the bars. Quiet weekday nights can feel sparse, with empty lots between venues and few people around. The crowd skews young and creative, and women on their own are a common sight in cafes and at gallery events. After dark, stick to Roosevelt Street and 5th Street and take a rideshare for the last stretch to your accommodation, since some blocks have little lighting.

Downtown has museums, venues and light rail close together, which makes it a convenient base. It is fine in daylight and on event nights but quiet the rest of the time, so sort out evening plans and rides ahead.
The Melrose District is a small strip of vintage shopping, murals and some of the city's friendlier bars. It is relaxed and inclusive, but dark and quiet away from the strip, so plan your rides.
Midtown mixes museums, restaurants and walkable blocks along Central Avenue with a calm, residential feel. Food and transit are good, which makes it an easy choice for a first stay.
