Downtown is the practical center of Portland, and the easiest base for sightseeing, shopping and transit. It is reasonably safe for women alone in the daytime and on busy evenings, but late-night walks and quiet blocks need more care than in the Pearl or on the east side.
Downtown is Portland's compact core, with Pioneer Courthouse Square, the Portland Art Museum, Powell's City of Books, Tom McCall Waterfront Park, major hotels and most MAX and Streetcar lines. By day it is busy with workers, shoppers and tourists, and it is easy to get around. Some blocks have visible street homelessness and drug use, which can feel uncomfortable, especially around the Old Town and Burnside edges and after businesses close. Most of this is a nuisance rather than a threat, but keep your distance, avoid confrontations and stay on busy, lit streets. In the evening, the restaurants and bars around SW Stark and Washington draw a crowd, while quieter blocks empty out early. Use a rideshare for late returns.
