The government district with the Ho Chi Minh Mausoleum, Presidential Palace, One Pillar Pagoda, and official buildings. Wide boulevards, manicured parks, and constant police presence make it very safe but also formal and quiet. Most people visit during the day for historical sites like the Temple of Literature (Vietnam's first university from 1070) rather than staying here. The atmosphere is serious - dress modestly at sites like the mausoleum (shoulders and knees covered). Restaurants are practical and serve government workers and tour groups, not trendy. It empties out in the evenings when workers leave, becoming sleepy and residential. Good for history during the day or as a very safe base, but lacking in nightlife, cafes, and general energy.
