Innere Stadt is the historic center inside the Ringstrasse - imperial palaces, museums, and old coffeehouses packed together. There's constant foot traffic, good lighting, and police around, so it feels safe walking at any hour. The famous coffeehouses (Café Central, Landtmann, Hawelka) are used to people sitting alone for hours. Stephansplatz and the pedestrian shopping areas get packed with tourists, meaning pickpockets work the crowds - keep your bag zipped. Everyone speaks English in hotels, restaurants, and shops here. Evening atmosphere leans sophisticated - people dress up for opera, concerts, upscale dinners. After shows end around 10-11pm, the dressed-up crowds filter back to hotels or the U-Bahn. Past midnight it gets quiet once tourists and locals clear out, but still feels safe walking around.
