Summary

Go up for the view, maybe a drink at the Fairmont if you want to splurge. Take the funicular down. Not a place to hang out for long - there's just not much else up there.

Details

Three glass towers shaped like flames - you'll see them from everywhere in the city. They light up at night with LED displays. One has the Fairmont hotel with pricey rooftop bars. Highland Park next to them has good views over the Old City and sea. The funicular connects down to the Old City. Not much else up here - it's mainly worth a visit for the view and maybe a drink at sunset. Quiet residential area otherwise, so you'd need to taxi anywhere for dinner variety.
