Hoora changes between day and night. During the day it's a regular neighborhood with houses, parks, and local markets. Beit Al Quran has Islamic manuscripts and La Fontaine Contemporary Arts Center is here. At night it becomes a bar district that attracts Saudi weekend visitors. The nightlife brings drinking, rowdy crowds, and unwanted attention toward women alone. Crime is higher than Seef or the Diplomatic Area - more theft and burglary. Rent is cheaper than upscale areas, so budget travelers and new arrivals stay here. Fine during the day for local markets, but be careful at night. Stick to well-lit main streets, not side alleys after dark.
