Known for the Museo a Cielo Abierto murals from 1992 and La Sebastiana, Pablo Neruda's house museum with views over the city. During the day, people come for these cultural sites and the street art. Small cafes and local restaurants serve Chilean food at lower prices than the tourist zones, but almost no one speaks English. The Ascensor Espíritu Santo funicular from 1911 climbs 66 meters to get here. This is more residential and less touristy than Cerro Alegre or Concepción, which means fewer people around and less police presence. Streets empty out after the cultural sites close. Visit in the morning or early afternoon, see La Sebastiana and the murals, get lunch, then head back to safer areas by late afternoon. Not a place to stay.
