Chapinero is the main expat and nightlife area in Bogotá. It has the most restaurant variety and feels safer to walk around than other neighborhoods, especially at night. The trade-off is it's more expensive and can feel touristy compared to other parts of the city.
Chapinero is where you'll feel most comfortable as a solo female traveler - lots of young professionals, expats, and university students create a good mix of people who won't make you feel out of place. The area around Carrera 13 between Calles 63-72 stays busy even on weeknights, with people grabbing dinner after work or meeting friends for drinks. You'll see plenty of women eating alone while reading or working on laptops, which makes solo dining feel completely normal. Restaurant and bar staff speak enough English to help you out since they're used to international customers. The police patrol regularly, and street lighting is good throughout the area. It stays safe and active until around midnight on weekends, though you'll want to stick to the main streets rather than wandering down side alleys. The whole vibe is young professional rather than backpacker party scene.

Areas with comparable safety profiles for solo female travelers
Quinta Camacho is the quieter part of Chapinero with embassies and residential streets. It's safe and has some good dining, but less nightlife than central Chapinero. Good middle ground if you want safety without total isolation.
Zona G is Bogotá's restaurant district with some excellent dining options. It's safe and central but quite expensive and focused mainly on food. Good for a special dinner, not really a place to hang out or explore.
Teusaquillo is a quiet government district that's safe but pretty boring. Good for staying somewhere local and inexpensive, but you'll spend a lot of time in taxis getting to restaurants and nightlife in other neighborhoods.
