Cartagena, Colombia
Very safe with modern amenities and beach access, but doesn't feel like Colombia. Better for people who want security and comfort over culture.
High-rise condos, international hotels, and Colombians from Bogotá and Medellín on vacation - that's Bocagrande. The beach has grayish sand and vendors constantly trying to sell massages and coconut water. Not spectacular by Caribbean standards. What it does have is security - gated communities, private guards, hotel doormen. Very safe to walk around even late at night with good lighting and security everywhere. There are Starbucks, McDonald's, Crepes & Waffles, plus upscale seafood restaurants where staff speak English. Hotel restaurants and beachfront cafes are used to people eating alone. The 51 Sky Bar on the 51st floor has good sunset views. The problem is it feels disconnected from Colombia - could be a beach resort anywhere. It's a 20-minute walk or short taxi to the historic areas, so you'll spend time and money getting there if that's what you want to see.

Colonial charm with good safety and nicer restaurants, fewer crowds than the main Walled City. For people who want upscale atmosphere in the historic center.
Very safe with English everywhere, but you pay tourist prices. Good for first-time visitors who want convenience and security over seeing real local life.
Better balance of local culture, budget prices, and decent safety than the Walled City. Less polished but more interesting with actual Colombians around, not just tourists.
