Rotermann Quarter is between the port and Old Town, with renovated 19th-century warehouses and factories now used for shopping, restaurants, and offices. Old limestone buildings mix with modern glass and steel. It's a 3-5 minute walk from both the port and Old Town. Røst Bakery has cinnamon buns, Chakra does Asian fusion, and Bruxx serves Belgian food. Estonian Design House sells local designers' work. International brands like COS and Bershka have shops here. The area gets young professionals, business travelers, and cruise ship passengers. It's safe with foot traffic, lighting, and security. Eating alone is normal - you'll see people at the sourdough bakery on Rotermanni 14 working on laptops. Everyone speaks English since it caters to visitors. Busy until evening, but quiets down after shops close around 8-9pm on weekdays (11pm Sundays). For late-night stuff, go to Kalamaja or Old Town.
