Seminyak is the upscale beach area - designer shops, $15 cocktails at beach clubs, dressed-up sunset crowds. Most expensive part of Bali but you get good infrastructure and well-lit streets. Beach clubs like Potato Head are the main attraction, you can spend all day on beanbags. Everyone speaks English, venues have security guards, main streets are well-patrolled. Nightlife is rooftop bars and beach clubs, not backpacker bars. Gets busy at night with people moving between venues. Stick to main streets like Jalan Kayu Aya and Jalan Petitenget after dark. This is full tourist bubble territory - high prices, no authentic culture, but reliable safety and quality.
