Sami Abdulrahman Park is Erbil's huge green space - 200 hectares with two lakes, a rose garden, and the Martyrs Monument. Used to be Saddam's army base, turned into a park in 1998. It's across from Kurdistan's Parliament and government buildings, so security is good. Families come here all day, especially mornings and evenings when it's not brutally hot. Good escape from summer heat. The Divan and Rotana hotels are nearby, and English Village too, making it a safer upscale area. They host festivals here sometimes. Conservative dress is expected but the vibe is more relaxed than downtown since it's families hanging out. Well-patrolled and feels safe during the day. Empties out after dark though, so go during daylight.
