This is the safest and most convenient area in Chisinau. Best infrastructure, most English speakers, stays busy into the evening. Everything's walkable, though prices are higher than residential neighborhoods.
Stefan cel Mare Boulevard runs 3.8km through the center with government buildings, museums, restaurants, and shops. The area stays fairly busy into the evening, has decent street lighting, and you'll see police around. Cathedral Park has the Nativity Cathedral and Triumphal Arch, while Stefan cel Mare Central Park (7 hectares) is the oldest in the country with monuments and tree cover. Coffee shops have people working on laptops - eating or drinking alone doesn't stand out. Restaurant and hotel staff usually speak some English since they get tourists. It's a typical European capital center - busy and safe during the day, stick to lit main streets at night rather than wandering down empty alleys. Most things you'd want to see are walkable from here.
