Mixed commercial and government district around Fuente Osmeña Circle, the circular park that serves as a landmark. Sugbo Sentro food park (formerly Larsian) runs 10am-midnight with cheap Filipino barbecue and street food. During the day it's busy with office workers, students, locals shopping. You'll find upscale places like The Pig & Palm next to budget pungko-pungko street stalls. Cafes include Coffee Dream and Tightrope Coffee. Decent safety during the day when people are around, but after 10pm crowds disappear and lighting gets patchy. More authentic than IT Park or Business Park with lower prices and local character, but that means less security and less English outside established restaurants. Good for daytime, leave before late evening.

Beach resort island 20 minutes from the city. Resort areas are safe with private security but you're in a bubble - limited transport and not much outside the resort zones. Good for beach time, not for exploring.
IT Park runs 24/7 on call center hours with constant security presence and lighting. It's safe and English-speaking but pricey and doesn't feel particularly Filipino - more like a generic tech district.
