The BPO (call center) industry runs 24/7 here, so finding open cafes and restaurants at 3am is normal. IT Park and Cebu Business Park are the modern business districts where you'll spend most of your time - they feel safe and international, though not particularly Filipino.
  • It's hot year-round - expect 77-90°F (25-32°C) with high humidity. Most people in business districts speak English since they work customer service jobs for international companies. The local language is Cebuano, different from the Tagalog spoken in Manila, though you'll hear both plus English everywhere.
  • Safety changes drastically by area. IT Park and Business Park feel secure even late at night with guards and good lighting. Downtown areas like Colon Street are busy markets during the day but sketchy after dark. The city has anti-catcalling laws that provide some legal backup, though enforcement varies.
  • Getting around means using Grab (Southeast Asia's Uber), jeepneys (colorful shared minibuses that get crowded), or the newer MyBus air-conditioned buses. Stick to Grab at night. Mactan Island is 20 minutes away if you want beaches and resorts instead of city chaos.

English is common in business districts, hotels, and tourist spots since many locals work in call centers. Cebuano is the local language, Tagalog is understood. Emergency services (911) and Tourist Police (032-412-3138) have English-speaking operators.

Cultural Tips
  • Filipinos avoid direct confrontation because of 'hiya' - a concept about shame and saving face. If your order is wrong or service is bad, getting loud won't help. Stay polite and patient, things get fixed faster that way.
  • Respect for elders runs deep. You might see 'mano po' where people take an elder's hand and touch it to their forehead. Just smile and greet older people politely.
  • This is one of the most Catholic places you'll find. Cebu was where Christianity first reached the Philippines in the 1500s. Cover shoulders and knees in churches. Swimsuits are fine at the beach, not fine when you leave the beach.
  • Lots of people speak English, but 'Salamat' (thank you), 'Magkano?' (how much?), and 'Palihug' (please in Cebuano) are worth learning. Signs and menus usually have English.
  • 'Filipino time' means things start late and schedules are flexible. Build buffer time into your plans instead of getting frustrated.
Getting Around
  • Grab is your main option - upfront pricing, driver tracking, safer than flagging random taxis. More expensive than other transport but worth it at night.
  • MyBus connects the airport to SM Seaside and Ayala Center, costs ₱25-50. Air-conditioned, safer than jeepneys, actually has routes you can understand.
  • Jeepneys start at ₱13 for the first 4km. Cultural experience, sure, but they're packed during rush hours (7-9 AM, 5-7 PM) and pickpocketing happens. Skip them at night. You'll need exact change in small bills.
  • Taxis start at ₱45 plus ₱13.50/km. Make sure they use the meter - some drivers will claim it's 'broken' and try for a flat rate. Lock doors once you're inside, don't get in if there's anyone besides the driver. Hotels can call reputable taxi companies.
  • If you're planning day trips outside the city, consider renting a car.
  • For peace of mind on arrival, book your airport pickup in advance.

  • March to May is dry but seriously hot and humid, hitting 90°F (32°C). Good for beach time on Mactan but walking around the city gets exhausting.
  • June to November is rainy season, wettest July-October. Typhoons usually miss Cebu and hit further north or south, but afternoon downpours are common and flooding happens in some areas.
