Nakasero is the CBD and an upscale residential area. During the day you'll see office workers in suits, government employees, and shoppers - there's constant foot traffic and heavy police presence. The area has modern malls, high-end hotels, and Nakasero Market where vendors sell fresh produce. You'll find everything from cheap local eateries to expensive restaurants. Safe during business hours but empties out significantly after 9pm when offices close. English is common in the business district, and eating alone is normal at the upscale places where business travelers go. Central location makes it easy to reach other parts of the city, though rush hour traffic is terrible.
