District 3 has a more local feel with cafes, art galleries, and street food. Safe during the day but quieter at night. Better for people who want to experience local culture rather than first-timers looking for tourist infrastructure.
District 3 is just north of District 1 - old colonial buildings, art galleries, and cafes that feel more local than touristy. During the day you'll see university students, artists, and people working from cafes. Hidden alleyways have vintage shops, street art, and family restaurants with better prices than District 1. Locals are friendly and curious since fewer tourists come here. Sitting alone in cafes is normal - lots of young Vietnamese professionals do the same. English is less common than District 1 but you can usually manage to order. The War Remnants Museum is on the border with District 1. Nguyen Thuong Hien Street becomes a street food scene in the evenings with vendors selling everything from grilled frog to vegetarian Buddhist food. During the day it's busy with good police presence. At night it's quieter since it's residential - streets empty out after 9pm and lighting is inconsistent. Not dangerous but stick to main roads after dark and use Grab for longer distances.

District 1 is the most convenient area for first-time visitors. You can walk to major sites, there are plenty of other travelers, and tourist infrastructure is solid. It's more expensive and touristy than other neighborhoods.
Thao Dien is a safe, walkable neighborhood with international amenities. Quieter and more residential than District 1. Better if you're staying longer or want to experience expat life rather than tourist sights.
Bui Vien Street is good for budget travelers who want to meet backpackers and party, but it has the highest safety concerns in central Saigon. Visit for the atmosphere but consider staying in nearby District 1 for better safety and sleep.
